Chiara Walker appears to perform a number of administrative roles for Acryn city council, such as Junior Ambassador, Facilities supervisor, and others.

To those in the know its clear that Chiara is some sort of spymaster acting for the security of Acryn. Her relationship to the Council is unclear: she seems obliged to listen to them but to what extent she has to obey them is less clear. She doesn't seem to have a very high opinion of many Council members.
