Having foiled a group of traitor priests attempting to blow up his own diplomatic delegation, Samuel Skye is now aware of the traitor cult's presence in the Postal Corps. With the aid of the Council, and in particular Marian, he hopes to identify the traitor cultists within his organization, initiate disciplinary action against them for breach of contract (not declaring their secret allegiances), then hand them over to the Council/Watch for prosecution.
